Meet the Board

Cllr Andrew Malloy - Chair

Andrew has been a Town Councillor since 2011. In May 2019 he became Mayor of Knutsford, with an extended term due to the pandemic lasting until November 2020. Andrew has a keen interest in promoting and supporting rail services. Andrew is also a keen cyclist and recognises the importance active travel combined with public transport plays reducing congestion on our roads, and pollution in our communities. In April 2022, Andrew was elected Chairman of the Mid Cheshire Community Rail Partnership.

Andrew has been a long-time supporter of the reopening of the Middlewich Branch line to passenger services, and its importance in opening up services for mid Cheshire to Crewe and national rail services. He is also keen to see the Manchester Airport Western Rail Link created, helping to support the airports’ goal of net zero carbon by 2038.


John Oates

John Oates has been a user of the Mid Cheshire Line since moving to Hale in 1985 and subsequently on moving to Mobberley in 1998.  John has recently relocated to mid-Wales.

John has been an active member of the Mid Cheshire Rail Users Association from its establishment in 1987 until recently, and has been involved with the management of the CRP since 2008.  He has many years of working on and with railways.  He has been a volunteer with the Ffestiniog Railway since 1969 and involved in organising over 100 railtours and with the Mid Cheshire Steam Events.  Whilst Chair, he worked closely with Northern Trains and their predecessors on improving the reliability and punctuality of Mid Cheshire Line services as well as on improvements to the timetable.

On his move to mid-Wales, the CRP CIC Board asked John to remain as a Director for at least a year providing his railway expertise, to which he agreed.


John Hulme

John Hulme is a long standing volunteer member of the Community Rail Partnership and, as a retired Chartered Certified Accountant, is Financial Director of the Mid Cheshire Community Rail Partnership CIC.

John is a resident of Northwich and is also a Director of the Lion Salt Works Trust and a Trustee of Castle Community Church.

John’s former business, until it was sold in 2005, was at Plumley Station House on the Mid Cheshire Line.

It was from here in 2003, John founded Cheshire Best Kept Stations which each year presents awards for Cheshire’s Best Kept Stations.  John still remains its President.

John has a special interest in Tourism Marketing and has written a number of booklets for the CRP including the popular Marvellous Days Out on the Mid Cheshire Line.

In 2016, John was honoured with the British Empire Medal (BEM) in the Queen’s 90th Birthday Honours for his contribution to Community Rail in Cheshire.


Mark Wright

Mark Wright, FCIArb, Barrister, trained as a civil engineer before becoming a lawyer focusing on construction and civil engineering advice and dispute work in the UK, Hong Kong, Singapore, Thailand, Gibraltar and Saudi Arabia. Author and editor of Construction Contract Claims (fourth edition). Since 2012 Mark has specialised in offshore wind projects in Sweden, Norway, Germany, the Netherlands and Denmark.
